Where the water can go decides the room
In a renovation the drain is where it is and the design works around it. In a new bathroom the drain is the first decision, because everything else follows the route the waste can take to the stack or the drain outside. A new en-suite on the far side of a bedroom from the existing plumbing is possible, and it is a longer run, a floor that may need building up, and a question about where the pipe crosses the room below.
That is why a company will want a plan before it prices anything, and why the honest first conversation is about the building rather than the tiles: where the stack is, what the floor is made of, whether the wall the shower would sit against is solid or partition, and where the water supply currently ends.
Once the route is settled the rest is a bathroom like any other, with one advantage: the waterproofing, the falls and the substrate are built for the purpose from the start, rather than made good in a room that was never meant to be wet.

The plan
Where the room will be, where the water comes from and where the waste goes. If the route needs building work beyond the room, that is named now and belongs to a renovation contractor.

Layout and specification
Shower or bath or both, the position of each fixture against the drain route, the surfaces, the furniture, the ventilation and the light. Everything is decided on paper because nothing yet exists to argue with.

First fix
Supply and waste run to each fixture, power for lighting, heating and any concealed system, and the frames that wall-hung fixtures will hang from.

Substrate, waterproofing and falls
The floor and walls built to take a wet room: the falls formed towards the drain, the waterproofing applied and detailed at every corner and threshold.

Surfaces and second fix
Tiles, stone or microcement, then the suite, the glass, the vanity, the taps and the lighting, then sealing and a snagging visit.

Can a bathroom go anywhere in the house?
Almost anywhere, at a cost that depends on the distance to the drainage. A room next to the existing plumbing is straightforward; one on the far side of the house may need a long waste run, a raised floor or a pump. A company will tell you which it is once it has seen the plan.
Does a new en-suite need planning permission?
That depends on the property, the building and what the work involves, and it is a question for the company and, where there is one, the architect – not something to assume either way. Inside an existing footprint it is often a matter for the building rather than the town hall; anything that changes the outside of a house is a different conversation.
Is a new bathroom cheaper than renovating one?
